The preparatory works of the project were started on 17.05.2012 by the Ministry of Environment & Urbanization/General Directorate of Infrastructure and Urban Transformation Services. Initially, the terms of reference and working packages were identified. In the next phase, the project proposal was developed by the Bilateral Cooperation Protocol with the TÜBİTAK-MAM (The Scientific and Technological Research Council of Turkey). In accordance with the aforementioned protocol, some private sector stakeholders were invited. These stakeholders are İKİZLER Soil and Brick Industry LLC (Kocaeli), AKÇANSA Cement Industry and Commerce Corp.  as well as  İstanbul Metropolitan Municipal Corporations İSTAÇ Corp, İSTON Corp., and İSFALT Corp. The lab analyses and industrial works were performed in those stakeholders’ amenities.

Based on the findings of the project, a certain amount of debris and construction waste were utilized for the production of cement, bricks, and concrete products such as garden furnitures and pavement materials as well as the construction of a sample road. In order to complete the project successfully, the technical team worked in cooperation with various information and service providers such as municipalities, logistic firms for waste disposals, and construction material producers.
