Duties:
a) To carry out the works and procedures regarding the determination of reserved building areas within the scope of Law No. 6306
b) To determine or contract a third party to determine the ownership and owner information of immovables in reserved building areas
c) To ensure the allocation of immovables owned by the Treasury in reserved building areas and risky areas to the Ministry, along with the transfer of these immovables to TOKI (Housing Development Administration) or the Administration, and to carry out the works and procedures related to the transfer and registration of new immovables to third parties, based on the practices within the scope of the applicable Law,
ç) Pursuant to the Pasture Law No. 4342, to carry out the works and procedures regarding the change of the purpose of allocation of the immovables needed within the scope of the Law No. 6306 and their registration in the name of the Treasury at the land registry and allocation of the same to the Ministry accordingly,
d) To make plans and projects of all types and scales (master plan, management plans, zoning plan, urban design projects, zoning practices, application projects, etc.) within the framework of the relevant legislation in risky areas and the applications that are essential to determine the risky areas; to submit them to the relevant department for approval; to ensure the implementation of plans and projects for the risky areas; to monitor and control the developments for this purpose
e) To carry out the works and procedures regarding the transfer of power to TOKI (Housing Development Administration) in the reserved building areas,
f) To carry out the works and procedures regarding the determination of the amount of the resource to be transferred to the Administration, TOKI (Housing Development Administration) and Iller Bank in the reserved building areas. Taking Authority Approval according to the amount of resources to be transferred; to submit the same to the relevant Department for the work and procedures to be carried out concerning the payment accordingly.
g) In the applications carried out by the Ministry in the reserved building areas, to establish the terms and criteria of the contracts and agreements to be entered into with the right holders on project basis and to submit the same to the Ministry for approval, as well as entering into agreements with the beneficiaries on the basis of the project pursuant to the principles stipulated by the Ministry,
ğ) To carry out civil works in reserved building areas; to determine and allocate the land shares; to perform the allocation of property ownership according to the principles in the Property Ownership Law; to separate and combine the shares; to establish limited real rights in accordance with the Turkish Civil Code,
h) To carry out or contract a third party to carry out the valuation procedures of the immovables subjected to transformation and the valuation of the immovables that will be formed by the transformation in the areas where the Ministry carries out its practices,
ı) To carry out or contract a third party to carry out the amalgamation, evacuation, allotment, formation and title deed registry works and procedures concerning the parcels where the risky structures are located,
i) To carry out or contract a third party to carry out the works and procedures concerning the expropriation processes within the scope of the Law no.: 6306,
j) To carry out the works and procedures concerning the exercise of preliminary purchasing right of Ministry in the risky areas, reserved building areas, including the parcels where risky structures are located, and concerning the purchasing of immovables in such areas,
k) To carry out the works and procedures for performing the sales transactions of pending shares, where the owners possess 2/3 majority of the same pursuant to the law no.: 6306,
l) To keep the inventory of the immovables registered on behalf of the Treasury and allocated to the Ministry in the areas within the scope of the applicable law; to determine the procedures and principles concerning the sales of such immovables; to carry out or contract a third party to carry out the works and procedures concerning the sales of such immovables,
m) To carry out or contract a third party to carry out the works and procedures concerning the temporary housing allocation to the right holders within the scope of the applicable law,
n) To carry out or contract a third party to carry out the works and procedures concerning the granting of building license or building usage permit within the scope of the Law no.: 6306,
o) In the payments to be made in the matters falling within the scope of its duty, as the execution officer, to arrange the payment order document and its attachments and to send them to the relevant Department, as well as ensuring the accounting works of the same to be fulfilled accordingly,
ö) To fulfill the similar duties assigned by the General Manager.
