DEPARTMENT OF TRANSFORMATION AREAS

Duties:

a) To prepare legislation on the improvement, renewal and transformation practices of risky areas, slum areas, along with those not classified as forests and pastures due to deterioration of their qualifications,

b) To determine the procedures and principles regarding the determination, announcement, program and priority order of the improvement, liquidation, transformation and improvement zones in accordance with Law No. 775,

c) To examine the proposals of urban transformation and development project areas within the scope of Law No.5393 and renewal areas within the scope of Law No.5366, and to carry out the works and procedures regarding the submission of the same to the Council of Ministers,

ç) To carry out all works and procedures regarding the determination and announcement of risky areas within the scope of Law No. 6306,

d) To make plans and projects of all types and scales (master plan, management plans, zoning plan, urban design projects, zoning practices, application projects, etc.) within the framework of the relevant legislation in risky areas and the applications that are essential to determine the risky areas; to submit them to the relevant department for approval; to ensure the implementation of plans and projects for the risky areas; to monitor and control the developments for this purpose,

e) To carry out the works and procedures regarding the transfer of authority to the Administration and TOKI (Housing Development Administration) in risky areas,

f) To carry out work and procedures regarding the determination of the amount of resources to be transferred to the Administration, TOKI (Housing Development Administration) and Iller Bank in risky areas; to obtain the Approval of the relevant Authority as per the amount of resources to be allocated or transferred; to submit the same to the relevant Department for the relevant procedures and operations concerning the payment,

g) To establish the terms and criteria of the contracts and agreements to be entered into with the beneficiaries on project basis in practices carried out by the Ministry in risky areas; to submit the same to the Ministry for approval. To enter into agreements with beneficiaries on a project basis pursuant to the principles prescribed by the Ministry,

ğ) To carry out civil works in risky areas; to determine and allocate the land shares; to perform the allocation of property ownership according to the principles in the Property Ownership Law; to separate and combine the shares; to establish limited real rights in accordance with the Turkish Civil Code,

h) To determine the procedures and principles of the agreement to be entered into with those who use the risky building without owners, tenants and limited real rights, along with the procedures and principles oriented at the aid and wreckage payment to be made to them,

ı) In the payments to be made in the matters falling within the scope of its duty, as the execution officer, to arrange the payment order document and its attachments and to send them to the relevant Department, as well as ensuring the accounting works of the same to be fulfilled accordingly.

 i) To fulfill the similar duties assigned by the General Manager.
